My Teacher, My Hero

The Department of Education issues the Memorandum Order No. 46, s. 2016 that is all about the Implementing Rules and Regulation(IRR) of the Republic Act No. 10473 last June 27, 2016.

The said memorandum encloses the rules and regulations to be implemented in line with the RA 10743, also known as An Act Declaring the Fifth Day of October of Every Year as the National Teachers’ Day, which declares every fifth of October as the National Teacher’s Day. The letter mandates all the concerned national government agencies, local government units, other public institutions nongovernment organizations and private institutions with adequate guidelines in celebrating the National Teachers’ Day.

As stated, the State recognizes the international observance of celebrating the World teacher’s Day in commemoration the October 5, 1996 signing of the Joint UNESCO-International Labor Organization Recommendation Concerning the Status of Teachers, a landmark document that sought to establish international standards as bases to promote and protect the teaching profession. Therefore, all national and local government units, agencies and departments are enjoined to actively participate in the said celebration. Moreover, the RA 10743 addresses all government-owned and government-controlled corporations especially those that are directly dealing with the teachers, including local government units, and employers in the private sector, to encourage and give their employees sufficient time and opportunities to participate in the National Teacher’s Day celebration within the premises of their offices and establishments.

It is also stated in the letter that there should be an establishment of National Teachers’ Day Coordinating Council (NTDCC). The members of the council is composed of the heads of the Department of Education, Commission on Higher Education and Technical Education Skills and Development Authority, Department of Interior and Local Government, Government Service Insurance System, Social Security System, Home Development Mutual Fund, LandBank of the Philippines and other government owned and controlled corporations, and private companies and organizations. The council will work on developing a strategic plan in the observance and implementation of the celebration of the National Teacher’s Day, so as with the allocation of the budget to be used in its various activities in promoting unity and camaraderie among the teachers and in the education sector.
